Wow.

What's the justification for teachers? Private schools teachers = OK, state school teachers = scum?

Or has it not been thought through that thoroughly?

Full disclosure though: working closely with many local authorities, as I do, I'm well aware of considerable wastage there is in the public sector - far too much money spent on functionless roles and inefficient processes.
