I've always liked the idea of embracing both, the old and new. In that sense

Each manager has 1 appeal each per match. Can be about anything. If they choose something stupid that can't be figured out on a replay, then fool them for wasting it

But if a captain or player is 100% sure of themselves that it was foul play, they can have 1 attempt per match to rectify it

Any crazy stuff after that will be controversial, but at least the game can only stop or time out twice in the 90, and there would at least be the opportunity to change and maybe even stop cheats

Introducing the spray in south america has put a stop to the wall antics, it takes something very simple to have everyone abiding by laws.

Put nothing in place, and they'll all try every antic going
