The way to decide whether it's a goal or not, is to make a pit behind the line. All the turf in between in the net and the goal line, dig it up. This way, instead of the ball bouncing behind the line and comign out again, it will go in the pit and everyone will know it's a goal.
This will also fix situations like Luis Garcia vs Chelsea in the UCL semi final, Gallas would've left the ball because he'd be to scared of falling into the pit.
