Based on the email contents I don't think you can conclusively say that

It's one of many possibilities though: some good and some bad. Hopefully there'll be a further email to clarify some of the inevitable questions it raises.

It's disgraceful that the local press are not following up on this crucial story though. Are they suppressing it on purpose I wonder?
