Normally fairly easy. Go into Control Panel (in the start menu under settings)
Then find either an add/remove programs option, or just programs (depends on windows version).
Will be some option around those to manage, or remove programs.
This will give you a list of installed programs, google toolbar should be on there.
Simply click the uninstal option next to it.
