Yes, which is why I explained that it's utopia. Some things simply cannot be reversed
because of the nature of the decision.
Rules like offside, whether a ball is over the line or not, whether what was awarded a foul was in or out of the penalty area can be reviewed. Perhaps an obvious handball like the Henry one, but something which is not 100% clear like Macheda in the last game, or whether Neville's foul should have been a penalty, etc, are impossible to turn back because it is a judgment call.
Even American Football doesn't allow for review of penalties, etc, for that very reason. And even those they do review, they can only change the on-the-field ruling if there is irrefutable evidence to do so. Good example would've been the goal that wasn't a few years back (against Man Utd wasn't it ?)
