Or how about this. Increase the number of substitutions to 4 or 5, then

allow 3 challenges. If your challenge turns out to be wrong, then you lose a substitution.

Bit like the NFL and NCAA where they gamble the challenge vs timeouts which is a way to try to reduce it to plays which really are dubious calls.

Otherwise you'll see them challenge every important goal / penalty, etc.
