"Defence budgets have not been rising"

The defence budget has risen in cash terms every year since 1997 (something that did not happen under the previous Tory regime).
The defence budget is, as a result, 10% higher in real terms now than in 1997.

All this does not make me happy, but it does not make Gordon Brown a liar, and it does mean that defence budgets have been rising.
