as for top teams doing so regularly, well it'll be interesting to see what happens when they next change 10 members of a winning team for a League match, which isn't something they regularly do, but have certainly done before

it is an odd decision from the FA, mostly because of what they'll now have to do in the future (though didn't they announce a review of that rule when handing out Wolves' suspended fine?)
