I think you may be missing the point.

Nobody's questioning anybody's conduct. As you say, Hurst's was exemplary. But controversy has nothing to do with conduct - it's whether something was fair or legitimate. The fact that more 40 years on, people still debate whether it was a 'goal' and the fact that it was in extra-time with the teams level rather hints at controversy!
