You are saying it gives the seeded teams an advantage and unseeded teams like Ireland a disadvantage. But that is only true if the seeded teams are better teams (if France are worse than Ireland how is it an advantage to be playing Ireland?). And if they are better teams they should be at the World Cup anyway (the whole point of qualification is to ensure the best teams get there, else why seed the qualifying groups).
