Quick answer!!
"I suspect the employer will be responsible. Just because one part of the business is subject to legislative change doesn?t mean necessarily the business can?t redeploy your farther elsewhere within the company.
The onus is on the employer to redeploy. Almost certainly the employer would have to be pay the redundancy within English law but there are exceptions."
Bare in mind it was a phone conversation but I wrote it down best I could!! He said your father really should get an appointment at the CAB who could get him a fairly definitive answer and he can only answer generally due to indemnity insurance or something. Anyway hope it helps.
