Because the BBC are funded by taxpayers they have a remit to provide quality, balance (admittedly to ridiculous lengths on occasion) and diversity whereas commercial organisations can chase ratings more or less at will. Trouble is that it's been f**ked with by the likes of Birt and management consultants and forced to create an internal market and out source programme making.
