Yeah, tiny little wicks on most of those, so I can see why they'd suffer from wind.

Perhaps I might look at one of those outdoor oil burner things that have a massive wick and a great big flame - next door have a couple of those. Couple of them loaded up with citronella oil might keep them at bay.
