I don't agree with it either

Because it'd be a sop, and complete waste of time. The board could say it proved they were "listening" - but whoever was elected would have no actual power, and would have to leave whenever anything sensitive or bound by confidentiality was discussed. So nothing would change, and the poor old rep would become an Aunt Sally figure in the process.
