To some extent yes

The standard of the SPL is probably about the top of the bottom half of the Championship, although there are some players (and managers) who have shown they are capable of playing/coaching at a higher level.

However it helps to have good scouts in place as it seems that we have got the raw end of the market with the Scottish players who have joined City
