Personal opinion here...

...I think the police have the first say, which goes something along the lines of 'We want it played Sunday lunchtime, but we're happy to work with Sky if they want to show it to arrange a kick off time' With that, Sky then have the opportunity to make it 11.30, 12.00, 12.45 whatever.

Of course, given that the police proviso in the first place is that it *HAS* to be on a Sunday Sky aren't going to turn round and show it later in the day. Mainly cos they have Premiership matches to show on a Sunday afternoon.

This Sunday, they're showing Tottenham v Newcastle at 1.30pm, so to get it out of the way before the FA cup semi (for which I bet they're not allowed to clash against). And they aren't going to clash ours with that or there was no agreement found to kick off even earlier, so have opted not to show it.

What they do have the power to do is to take a nominal kick off time of noon, say, and make it later, for example 1pm. That's how I had read Pants' comment about them being able to make matches later...
