Singular:
a issue = one issue
an issue = one issue (acceptable alternative)
a' issue = one issue (acceptable alternative)

Plural:
a issues = more than one issue
an issues = more than one issue (acceptable alternative)
a' issues = more than one issue (acceptable alternative)

In all plural's a apostrophe may be given before the last "s" (eg. a issue's)
