Wouldn't necessarily have to controle transfers, just deal with managers requests.

I.e.

Manager:
Hello Glenn, I need a new centre half.
GR:
Ok, what are you looking for?
Manager:
Preferably a leader, with a bit of a presence and some experience would be good.
GR:
Ok i'll see what i can do (you t**t who never managed england)
GR goes off to see what he can find (and randomly abuse people along the way)
