why is spending the only issue?

redknapp didn't spend a penny when he joined spurs and they went on a great run.

sbragia didn't spend a penny when he took over from keane and they went on a decent run.

allardyce hasn't spent a penny since he topk over from ince and is getting results after they lost 5 on the bounce.
