A shortening of the very naughty term 'Mongoloid' (Downs Syndrome). Used to describe someone or something that is unco, gammin or stupid. Either used as noun or an adjective.
'He's a Mongy', or 'Oh man, how mongy was that!?'

maybe you have an obsession with downs syndrome which could be seen as offensive to make light of such a condition.
