Tentatively, yeeeees.
But you'd need to get exactly the right sort to match the processor, RAM, drive type and PCI/PCIE/AGP/whatever cards he's got in it, so it might not be that easy.
Plus, if it was bought all-in-one (say from Dell or HP or someone like that) it might not actually be possible to unplug the CPU from the motherboard, so it would be a case of replacing the CPU as well as the board.
It's impossible, really, to give a definitive yes or no without knowing the specifics.
