I think that's comparing apples and oranges

To suggest that the UN has failed because (eg) eastern block countries had military struggles with Soviet Russia as an occupier is politically illiterate.

Western Europe has enjoyed unprecedented peace since 1945. Of course the paper gets marked "could do better", but compared to the utter horror of the constant warfare between nations for the centuries preceding 1945, surely you can see that there is a very significant improvement
