you've got to look at the circumstances surrounding that. Last summer he needed to sign quite a few players with very little money, so he signed quantity not quality. He then got Ashton in, which was a great move (if it was such a no-brainer, how come no-one else got him?). This summer has been much the same, with very little money to spend to fill 4 or 5 places in the squad.
But, now he has the Francis money, he must use it. If he doesn't, then he leaving himself wide open for criticism and possibly for the sack.
