Maybe a degree of culpability is needed for friends and hosts

You wouldn't get in a car with someone under the influence but would you let them drive off?! I don't mean blanket punish everyone who hosts something that results in a drink drive incident. But if you are aware they are drunk and let them drive off then there could be a case for being punished. I'm not sure where I stand on this yet, it would be hard to stop someone from driving off but then again if they're doing it they deserve punishing, it's a toughie.
