The MASSIVE errors were further up the chain, send armed officers after a guy that you've told them is a suicide bomber, into an area out of radio contact, only one result is likely.

It's not nice but these guys do not have the option of giving them the chance to surrender. Giving them that chance is also giving them the chance to detonate, killing those around them.
