I don't think the transfer policy is based entirely around location, obviously

as it's got a lot to do with money. My point is that bringing in players on loan seems to me a decent way to persuade players to come to a not-so-fashionable part of the country as they wouldn't have to commit to living here in the first instance.

And how feasible is commuting from London anyway? The only time I know that a player has done that for us was with Martin Chivers, and John Bond cited that as one of the main reasons why he let Chivers go after less than six months.
