I always get really uparseypedantic about it - "You're just a small town in Ipswich" - er how so, for Ipswich itself is a town, and towns do not subdivide into towns. It might be a smallish insult to refer to Norwich as a suburb of Ipswich, but referring to it as a small town implies that Ipswich is a county spreading over the whole of Suffolk and Norfolk thereby encapsualting not just Norwich (which also by the way is a City ad not a town) but many other cities, towns, villages, hamlets and other inhabited areas.
And it's not just this but anytime a small town is made as a small town of a larger urban centre. "you're just a small town in Fulham" for Chelsea etc etc etc.
