How can shares in Norwich City still be worth anything?

With ?20m or so of debt and ?5m a year loses how can the shares have a value?

It seems to me that having Cullum offer to take on the club for nothing in return for investing money is a good deal for Delia.

I just don't understand how she can possibly think the club has a value when it actually costs her money just to keep it running each year.
