Not hard really

by selling guns to criminals you're deliberately doing something which you know may result in deaths of innocent pople, and will certainly facilitate crimes being committed.

Drink drivers are guilty of a horrible crime, but I would guess lower sentences probably come from the lack of pre-meditation, compared to selling guns to criminals. And the fact that they're not actually trying to make a living from crime.
