Isn't the problem the disparity in incomes?

If all league clubs' fans refused to subscribe - to Sky or their successors - until the cash was shared more evenly, it might be enough money to force some kind of change. I don't know how big the numbers would be.

I am pretty sure that it would be addressing the source of the problem more directly than changing the loan system, though.
