What can clubs below the Prem do to change things?

they have no leverage? This is simple eceonomics. The Prem generates all the money (even we get a small share of the Prem TV money). League clubs need them more than they need us.

They would love a closed shop Prem like the NFL etc where they don't face even the slightest risk of relegation.

League clubs go along with whatever the Prem wants because they have no choice - the alternative is far worse.
