Would be so much easier if say

(not really thought about it too much at present)

any team that has reached the semi final of the world or euro champs on 3 or more occasions, should qualify automatically, as they've proven they have a right to be there, and have been there over the years

Anyone else after that should qualify as normal, playing teams like andorra, who will never, ever qualify
