Yes, but you can leverage a big fan base

Being in the EPL would make that far easier and provide far more funds than being in the SPL and make them more attractive to foreign players. They'd spend like crazy in the months before joining the EPL and I'd see them immediately challenging for European places. They may never challenge Arse, Manure or Chelsea; but then neither are the established EPL like Liverpool, Spurs, etc.
