So tell me about the guys who actually win the Tour

It must be a pre-requisite of winning the Tour that you are really good in the mountains, cos Cavendish is obviously really good at sprinting but he's nowhere in the race. So they must be really good climbers, and also decent at sprinting? Why doesn't the King of the Mountains always win the Tour, since that's obviously the hardest bit?
