All they need to do is change the rules defining 'control of the ball'

so that you can't be deemed in control unless you've touched it. The reason they get away with it is that they are considered to be in control of it under the current rules if it's within a certain distance of their feet.

If it's not under their control than the shielding is obstruction and it's a free kick.
