Depends what you mean by nasty. I can't imagine the Belgians being either

capable of organising, nor industrious enough to be arsed, to split up the country. As for civil war, they can't even be bothered to fight invaders, let alone each other.

(Yes, I am over-doing the xenophobia, although I do get bothered by the Belgian system constantly as my wife works in Antwerp at the moment.)
