One reason why counties prepare 'batting' wickets that are likely to lend themselves towards test matches lasting the whole 5 days is money.
Why create a wicket that may only last 3/4 days as then you will only get 3/4 days revenue? Have a drawn out test match that goes the whole 5 days and you get 5 days worth of revenue! For counties hosting Int cricket is a big money spinner so they try and milk it for all its worth which is fair enough, just doesn't create very exciting cricket.
