because they were dealing directly with the insurers they upped their price.

A roof with a hole in it isn't cheap, so it could be an honest price imho. Having said that, i think this sort of thing is widespread. In my school we often deal with national training organisations who pay for people's courses. We *always* increase our price, because we know they won't question it.
