security settings disable client-side Javascript so your average Joe with IE7 will not be able to run anything using it.
However, ours is more an issue of management than development. Our public websites always have to work with all popular browsers, but our internal internet applications - intranets, dealer extranets, etc, do not. This is quite common as it reduces the build, maintenance and most drastically the test resource requirements, while being simple to enforce since all machines will have IE installed.
Many companies have the same policy. At Orange we made our internal sites work with IE and FF but didn't bother with Safari, Opera or the more obscure browsers.
The stupid thing was simply once again not consulting the IT department first. We could have solved that very easily if we'd had enough notice!
