That's fairly easy to do.

It depends what you want. your own internet service provider may provide you with some free webspace and provide a web forwarding service, however they might slap some advertising on it, or limit you with what you can put on it.
If you're serious about it you're best off spending a bit of money finding a host your site, they will be able to register your chosen domain and point it to their webspace too. Prices vary and you tend to get what your pay for.
