what do you need it to do?

Just simple, static pages with graphics? Then there's no need for scripting.

If you want database connections, shopping carts etc then scripting will come into it.

A lot of hosts have page building tools - but to get a decent professional look, best go to a pro. especially if it needs co-ordinating with existing business literature, etc.
