I think songwriter81 is trying to suggest

that Peter Cullumpage is fond of the club and therefore would be involved at its very interior whereas Milan Mandarin (watch for the change in colour of the Leicestere Shirt next season) etc are just money boys who don't have any such feelings.
From this I deduce that songwriter thinks that PC is a good thing.
