Not clear I read it as

He wants to pay what it takes (or perhaps a little as he can) to get the majority shareholding and is then offering ?20m on top. Others have interpreted it as he's prepared to pay ?20m and wants the majority shareholding in return for that.

Needs to be cleared up as is quite an important distinction.
