The two aren't separate like that.

He wants to invest 20million in the club - for which in return he expects to become majority shareholder.

That money is then new capital for the club, to spend as they (with him in control) see fit.

Of course he describes this as being 'money for new players' - he's now waging a PR war. But what the new money was spent on would in the end be down to the board - and him as majority shareholder - to decide.
