Yup berlin would work, as would vienna or prague

Vienna is a little more relaxed, a city you can just explore at your own pace without feeling you HAVE to see anything in particular.
Prague is cracking, although it'll be busier this time of year so that may reduce its charm.
We went in feb so its was quiet which really added to the experience.

I really enjoyed Rome, but it has its drawbacks, and depends if the old roman stuff interests you really.
