Yes but you asked the question when is it considered touting

and the answer is that "touting" is selling tickets for more than face value. To be honest I had a pretty open mind on this until a couple of recent games where I have been desperate to get hold of some tickets for people I knwo who are regular fans and couldn't get tickets and then you see someone selling them for a vast price.

My policy has always been if someone if a proper fan I will sell it to them at face value. if I know they didn't really care then I might inflate the price but then if they didn't care they probably wouldn't buy it!
