This always happens in summers with either a euro or WC.
Transfers down at this level are often influenced by the big boys, and they tend not to move till after the championships are over.
A champ player's agent is going to tell his client to stall a move untill the prem boys have finished sniffing around, then he can go to another champs club. Why jump now, when a bolton might come in in two weeks?

Plus contracts are officially up on July 1st, so that will also see things start to move.
