Touting

When is selling tickets considered touting? Obviously buying with the sole purpose of selling at a vastly inflated rate is touting, but what if a person had an extra ticket for some reason? Do they have a social and moral responsibility to sell it for face value? Surely it's worth what someone is willing to pay for it and in that case you can't blame the seller for accepting it? I wouldn't sell my Fulham ticket but if someone said "I'll give you ?1000 for it" I'd be hard pressed to say no. Is that considered touting?

And no, this isn't a prelude to an auction for my ticket.
