one possible argument against that

the Dutch know they can beat the Italians and French. However those teams might be considered more likely to beat Spain in the quarters than Romania so the Dutch might consider it better to have either Italy or France through and hopefully play them in the semis rather than have to Spain (which is almost certainly what will happen if they let Romania go through)
